In preparation for the 2004 periodic review of prices (PR04), Yorkshire Water developed its Leading Edge Asset Decisions Assessment (LEADA) system; an advanced economic analysis of operations and customer needs.
LEADA is based on the premise that the optimal level of service is defined as the point where the benefit of a marginal unit of improvement in service is equal to the marginal cost of its provision.
We provided support in key areas:
- Development and documentation of the business processes required to operate LEADA
- Definition of how the proposed systems would interact with the existing information architecture
- Definition and development of ELSA - the investment optimisation component of LEADA
We continued our relationship with Yorkshire Water by poviding support in defining improvement to their approach for the 2009 periodic review.
